Lieutenant Commander Jilan al-Cygni was the commanding officer of Staff Sergeant Avery J. Johnson during the operation to stop suspected Insurrection attacks against UNSC freighters. She is affiliated with ONI Section Three. Due to a comment made by Johnson talking about his mother in law might suggest that Johnson married Jilan but was probably divorced by the time of Johnson's death.[1]
