The Ministry of Concert[1]was a Covenant political body that represents and settles the political interests of the lower caste members of the Covenant hierarchy, which includes the Grunts, Jackals and Drones.[2]
It should be known that a former Minister of Concert was to eventually become the Prophet of Tolerance.[3]
