Ones of such rank are gifted and talented warriors. They are conjecturalized to be greater than Honor Guard Ultra Elites but lesser than the revered Arbiters.

The Honor Guard Councillor appears only once in the Halo universe: at the end of the level Gravemind, at the bridge between the Mausoleum of the Arbiter and the Far Tower. These elites can be seen at the end of the level Gravemind. As soon as you are about to leave the mousolem of the arbiter you will face two stealth elites and a Honor Guard Councillor.
