There are no exceptions. as public information, any user here has the right to point out vandalism and defamation ''anywhere'' because this is a public site. Why Caboose didn't call him on it, I don't know. I don't pay a lot of attention to user interactions with one another, so I don't know Uncivil and Manticore's history with one another. :Secondly, about blocking. MediaWiki's new blocking format does not just block one acount, it blocks one ''IP Address.'' When I blocked UncivilGoth666, I didn't just block his name, I blocked his IP address. This prevents vandals from creating new accounts when their old ones are blocked. So, I didn't ban any of his subsequent accounts, its just that his block extends to any interaction he tried to make with Halopedia from his computer. The same would happen to you, if you are banned. There will be no new accounts. The only exception to this is when using an open proxy, with modulating IP Addresses, which PENIS uses.
