The United Nations Humanitarian Council is a committee of the Unified Earth Government that was responsible for matters relating to human rights, likely a successor to the United Nations Human Rights Council. The council is headed by a High Commissioner that has the authority to veto any case brought up in the council, for legal reasons and precedents.[1]

In early 2558, as her mandated, rampancy-preventing deactivation date neared, smart AI Iona filed a legal appeal for her survival that elevated through the United Nations Humanitarian Council. Gaining the attention of UEG politicians and AI scientists and theorists, smart AIs Black-Box and Roland were charged with creating an artificial trial for Iona to allow researchers to study and document the event; Iona was left unaware that her hearing was simulated.[1]
