The UEG Strategic Forecasting and Scenario Planning Group is an organization of the Unified Earth Government tasked with formulating strategic predictions and scenario planning.[1]

Following the invasion of Epsilon Eridani in summer of 2552, with heavy United Nations Space Command losses at the Fall of Reach and the Battle of Tribute, the Strategic Forecasting and Scenario Planning Group produced an intelligence report on October 9, 2552 incorporating the recent losses. The accepted scenario concluded that human civilization would likely fall to the Covenant with currently available military assets and remaining industrial bases. Additional classified appendices and opinions from the Office of Naval Intelligence and the UNSC Special Topics Committee were attached to the report, but redacted. Fleet Admiral Joseph Harper was noted to disagree with the group's assessment. The report was sent to a special session of the UNSC Security Council by Doctor O. Cheng.[1]
