I think that Pelicans and Phantoms were originally meant to be used in space combat, along with Sabres and Seraphs. This may just be wild guess work, but why would they design a flight animation? I cannot edit this article well and request one with more experience to edit this, I can confirm that both vehicles are flyable, and can be ridden as passengers.
