Roh[note 1] was a Sangheili of the Covenant and a friend to Arbiter Fal 'Chavamee.[1]
Biography
Roh, insisting on saving the future of the Sangheili clan, urged Fal 'Chavamee to accept the Covenant as the Sangheili's official authority. He expressed great concern for 'Chavamee and unwilling to lose him as to being marked as a heretic by the San 'Shyuum.
When Fal refused to budge, the High Prophets ordered Harka to draw out and kill him, forever bringing great shame upon the title of "Arbiter". Harka accomplished this by forcing Roh to kill Fals' wife Han. Harka then killed Roh and left both bodies in Fals' home for him to find, prompting him to start a personal war against Harka's forces, leading to the eventual death of both Fal and Harka.
