Halopedia storage space is not infinite. Please check to make sure that the image you're are about to upload doesn't already exist on the site.
Also, if you want to use a smaller image of an existing Image you DO NOT have to upload a smaller picture. Halopedia uses wiki language that allows you to change the size of the image to whatever you want. For more information on resizing you can Check out the Help section on Images.
