The First Councilor was the leader of the Forerunner Council. When Mendicant Bias assaulted the Capital during the Master Builder's trial, Glory of a Far Dawn rescued him, Splendid Dust of Ancient Suns, and Bornstellar Makes Eternal Lasting.
