Internal Security Amendment

The Internal Security Amendment is a document in the UNSC Colonial Charter, which includes at least two sections. The eighth paragraph of the second section legally enabled Jilan al-Cygni to assume military control of the planet Harvest overriding even the colonial Governor, Nils Thune. [1]
