Merge?

This rank is the exact same as the Petty Officer rank, it's just that, in the navy, a person's rank is a combination of their pay grade and job. -ED 19:21, 28 March 2007 (UTC)

MERGE - He's called tech officer in the Halopedia article, but I can't be bothered confirming this right now.
