I'm not sure that there could be any history of the site that is more complete than the site's archives itself.
In fact, at this URL:

You can see all items related to the site itself over the years, including it's opening, as The Core, back on May 26, 1999.
The original principals on the site were Ferrex and Noctavis. Noctavis is now inactive, and Ferrex works at Bungie. Some months after the site opened I joined the staff and the site's name was changed to Rampancy.net, a name that had been registered by Ferrex for its connections to Bungie and the Marathon story.
The site is for all Bungie and even some Bungie-related games, like games from spinoff studios like Wideload and Certain Affinity. For Halo it provides a database of user-created forgemaps as well as a database of fan-transcribed sheet music. It also hosts the in-depth Halo Impressions series that provides commentary on the games level by level, and Anger Sadness & Envy, the Rampancy Podcast, which has been inactive for about a year but is restarting again this month.
As one of the first fansites to follow Bungie and Halo before all the hype, Bungie has been kind enough to give special mention to Rampancy and its community in its game credits and manuals in each of the three Halo games; in addition, during the development of Halo 1, the original incarnation of the "Weekly Update" was actually a feature that appeared not at Bungie.net but was rotated amongst a circle of fansites. Rampancy was one of these.
