GROUNDNET was a UNSC communications network. In the event of a WINTER CONTINGENCY declaration, Office of Naval Intelligence field officers were permitted to use local GROUNDNET to identify the subdural pulse-coded emitters carried by UNSC Astronavigation personnel.[1]
