Council of City States

The Council of City States was the planetary government on Sanghelios during the Covenant's early years. Following the War of Beginnings, the council agreed to align with the San'Shyuum and support the establishment of the Covenant. Any Sangheili that disagreed with the council's decision was branded a heretic.[1]
