Righty, after much discussion with the administrators and mediawiki developers, it was verified that the option was not available to you because your account is relatively new (some kind of safety measure by the developers against aggressors).
The option will be accessible by Saturday, assuming that you're active for at least 10 minutes per day (not really that long). :P

As for your theory, that is not true: all users are (and should) capable of uploading new version of files; for example, I can upload newer version of the files other users uploaded. Take this file for example (refer to the upload history).
Do the following:
- Click this
- Scroll down till you reach the bottom and take a screenshot (print-screen) of this display
- Upload it to the wiki.

Well, if all else fails, rename the file to "Type-38 AA" (without quotation marks) and upload it via Special:Upload. Make sure to mark "Ignore all warnings".
GoO refers to Ghosts of Onyx. The screenshot is legit, but, mind you, the weapon itself was created by CMT, a custom modding team. Though based on the depiction of GoO's cover, the weapon lacks certain design detail that would make it legible in the article. Furthermore, putting the image in the article would make the readers to imply that the fan-made weapon's specifications (i.e. firing mode, ammo count) as canon, something more HCE players are already doing since the weapon was introduced a few years ago.

Most of them are legitimate but some, such as the MA5K which is a fan-made weapon based on the illustrations of GoO, are not. Hence why certain images are uploaded while a few others are avoided.
To help you out on how to update the images, assuming that you're still troubled by this feature, let's start with the AA Gun in H:Reach. Click this link and scroll down until you see "Upload a new version of this file". Click that. Now, fill in the application and upload it. Make sure it is of the same file format.
Well, all the rules and policies is on the Help section (see the sidebar). Quite self explanatory there. I suggest focusing on the Manual of Style, What Halopedia is not, our Canon policy, and Blocking policy; these are the most crucial as they govern what users should and should not do in this wiki (and any wiki).
For guidelines on editing... well, just refer to the sidebar again.

I don't work for Bungie; to clarify, I noticed that some of my images are in your gallery. When I said my images, I meant those of Bungie. As such, your work of my work of Bungie works. :P

You do realise that some of your work are actually some of my work (I recognise some of them in your gallery) which is also originally Bungie works? Copyright doesn't work twice. ;P
To upload new version, just look up for the images in Special:NewFiles or in the articles itself and click "Upload new version of this file". Oh, Tyrant image is there already, so please avoid uploading duplicates.
