Saying the "Covenant Empire" returns suggests we're dealing with them as they were in their prime, which seems unlikely given what we know. 343i have only ever mentioned "the Covenant" making a return, which seems to me seems to refer to the species that made up the former Covenant instead of the faction as it used to be.
