As you might have gathered, I'm not a fan of that rule, as speculation isn't always true. You mentioned that Red and Blue team never have less than 6 members in their team unless they had to split up, although at Reach, Blue Team was a three member squad comprised of John, James and Linda, this was without splitting up.
