:Ah, my least favorite character retcon. It was obvious the maker of "The Package" intended this Thel to be the Arbiter, which was a stupid set-up for his appointment as Arbiter in Halo 2. Bah whatever it wasn't anyway. Missed moment of awesome. Besides, there's inconsistencies everywhere. For that matter I wasn't aware Major Elites were even allowed to use energy swords...they used to be kind of exclusive to high ranks but I guess now its whatever, anyone can have them.
