While the UNSC has occupied or explored territory well outside of the Orion Arm, such as the Alpha, Delta and Gamma Halo sites, that doesn't make them UNSC or UEG property, and we have no evidence that the UNSC has colonies outside of the Orion Arm. As for the Covenant, we still don't know just how large their empire actually was, since we get contradicting statements - one moment Sanghelios is the only major world the Sangheili occupy, the next they suddenly have colonies like Hesduros - or how far apart their homeworlds were from each other. For all we know, the Orion Arm is a big enough place for a three thousand year old spacefaring race to inhabit and colonise without encountering humanity until recently. I've found this template a bit unpractical thus far, especially due to its differentiation between governments and movements; political, religious and private factions, etc. I think often times these factions are not that clear-cut, and it's not necessarily instinctive. I'd like to suggest [[User:Imrane-117/Sandbox|an alternative template]], which is more based on themed groups. For example, if you're searching for the Ussans, you don't have to guess that it's a "contemporary movement that is political". Just check the few Covenant-related categories. While eschewing umbrella categories like the Covenant or humans is more neutral or "realistic", in a way, the reality of the ''Halo'' setting so far quite firmly favors that sort of division for the most part (any mixed groups are still a rarity), not to mention it's far more informative.
