I've seen Brute Minors wield Brute Shots all the time in Halo 2. I also believe that Brute Minors are the Brutes that have no armor platings on their arms. I think that the helmet doesn't make a difference. The only already dead corpses found in the game are the ones with the lowest rank and i've come across brute corpses that have helmets on them. Also in the cutscenes, Brutes have been known to have their helmets dissappear and reappear at times. I don't think this is a glitch because it happens all the time. I've noticed it as well. Why would the lowest rank get the heaviest weapons in the group? Wouldn't it be better to give it to a more experienced brute? I should look further into this matter. Perhaps they use the tactic where weaker allies carry heavier weapons to increase their level of danger? It just doesn't seem right. Also the minors get to pilot the Phantoms.  Every destroyed phantom has a green armored brute body.  Perhaps the greenish color means they aren't the lowest but the special weapons/vehicle operators like the grunts.
