In my opinion of its actual purpose in the canon universe, the Drop Shield is a portable Armour Lock-like utility usable by any personnel without shielding system. It does not heal the user (that's simply a gameplay factor) but it does offer protection similar to the Bubble Shield. Jetpack, as Jugus has said, is limited in its function for gameplay balance. This also applies to Active-Camouflage, which would not have the user's radar jammed and would provide periods of invisibility similar to a Stealth Elite. ::Well, there is the slight issue of the Hologram being able to project in full color when before both UNSC and Covenant holograms appeared to be stuck displaying just one color. But on the main subject, there seems to be no problem with Armor Abilities being canon, albeit as adjusted for gameplay. Said abilities seem to be perfectly in realm for both factions to produce, and it's sure that they would. It does bring up a question though, about, say Active Camoflauge, which was once "one-time use" and now is a reusable device. But that's just a minor issue.
