Sometime prior to the onset of the [[Carrow Conflict]], Kapoor had served on a committee regarding militia staffing levels alongside [[Ellis Gass]] and General [[Grace (general)|Grace]]. After this committee ceased meeting, he was promoted from an unspecified rank to General.{{Ref/Reuse|ENVOYC4}}

As [[Sangheili]] warships destroyed [[Suraka|Suraka's]] long-ranged communications and [[slipspace]]-capable ships, Kapoor worked alongside General [[Aru]] to organize the city's forces in order to respond to the attack.
