The Flash-Bang Grenade or Stun grenade
Stun grenade
is a special type of grenade used by the UNSC. Unlike Fragmentation Grenades, these grenades are not necessarily lethal. They pack explosive force and shrapnel, but they are more designed to stun a target instead of killing it immediately.

A flashbang grenade (sometimes flash-bang grenade), also known as a flash grenade or stun grenade, is a non-lethal grenade of human origin.

Overview
There are a variety of uses for these. They have been used in military exercises by the UNSC, at least since 2525. They are also occasionally used in combat as well, serving to confuse, disorient, or momentarily distract a potential threat for to five to ten seconds. Although a flash-bang can seriously degrade the combat effectiveness of affected personnel for up to a minute, they are still vital in any hit-and-run operation.
Flashbangs are typically held in steel hexagonal tubes, though there are 40mm flashbangs that are fired from the M301 grenade launcher.  Upon detonation, flashbangs blind opponents temporarily by producing an extremely bright flash of light. They tend to be used for distraction and misdirection before forces move in to eliminate an enemy target. Flashbangs can also be used to temporarily overload the Semi-Powered Infiltration armor's photoreactive panels, which usually effectively blends the wearer with their environment. While the photoreactive plates recover from an overload, the wearer is rendered visible.

Flashbangs saw widespread usage in law enforcement agencies, like the New Mombasa Police Department, and within the United Nations Space Command armed forces. In 2531, they were commonly used by the UNSC Marine Corps' Hellbringers, and by SPARTAN-II Blue Team during Operation: SMOKING ACES. Flashbangs were also frequently used in training sessions, like when Spartan-II trainees played capture the flag games with Tango Company, when SPARTAN-III Gamma Company underwent training, and when John-117 tested the second-generation MJOLNIR Mark V with a smart AI within the armor during a "live-fire" combat scenario.

Jiralhanae in the Covenant employed a similar equipment, the Flare, which produces a blinding light for an extended amount of time.

Gameplay
Halo Wars
In Halo Wars, the player can research the "Flash Bang Ability" upgrade at the Barracks for the cost of 1 and 200. It grants an active ability to Flamethrower units that stuns enemy infantry for a short period of time. This ability was not carried forward into Halo Wars 2.

Productions notes
Halo 2 design documents referenced flashbang grenades as a gameplay item, but they were likely cut in early development.
