I added some stuff to the main page, including a note to vandals at the top. there's some stuff in the archive as well. IRC...
IRC stands for Internet Relay Chat. Basically you type in one sentence at a time, or however much you want to type, then you hit enter, and everyone in that IRC channel can see what you just "said." It's basically like AIM or MSN Messenger, except made specifically for large groups of people, rather than one on one messaging. If you want to try it out, just click "IRC at #halopedia" on the left, type in the username you want to use, and then find #halopedia in the drop down list.
