She later sent a message to Admiral Margaret Parangosky, stating that it was somewhat difficult finding personnel with no family ties who are capable of bonding well. She stated that Naomi-010 did not fit the criteria, but because of the extremely limited number of SPARTAN-IIs left, flexibility was required.
