Halopedia:Halopedian of the Month/Self-voting amendment

I vote we add a rule to Halopedian of the Month that says you can vote for yourself just as long as you're not the first one to do so. There should be no problem for the popular users who are probobly more deserving of the award, but it will impede the newer users who come in and just vote for themselves when no one else thinks they should win.
