I have several realistic, doable ideas:
*Alternate firing mode for BR and AR: BR can go full-auto, and AR can go burst and semi-auto (is this canon?). Hitscan stays.
*Bubble shield from Starry Night as armor ability: reskin the Drop Shield, remove health/shield regeneration and reduce shield size. Can hold up to one rocket launcher damage.
*Ability to cook grenades (and getting killed for cooking them too long). Allows players to join the ranks of Suicide Grunts.
*Target designator: places a target designator that allows the rocket launcher to home in the target (more effectively if it's an air vehicle).
*Covenant deployable offensive shield: a deployable shield that functions similar like the Shield in Lost Planet 2 (fun game). Takes one weapon slot for gameplay balance. Can hold up to 1.5 rocket launcher damage.
*Convincing box as armor ability: a container typically constructed with four sides perpendicular to the base and often having a lid or cover. Will fool any AI 99% guaranteed.
