Summary
HIGHCOM is the highest command of the UNSC military. It is ultimately in charge of all personnel, equipment, and facilities used by the UNSC. Top level brass from every branch form the UNSC Security Comittee of HIGHCOM. With headquarters at planets Reach and Earth, HIGHCOM is the equivalent to the modern Pentagon of the United States military.
HIGHCOM has directed the strategy for the actions of the UNSC since its very beginning. From combating rebel forces, such as the Eridanus Rebels, to the genocidal war against the Covenant, HIGHCOM has been the source of all strategy and information about the war.
HIGHCOM Branches

- Special Operations Command: Parent branch of ONI
- Office of Naval Intelligence (ONI): The intelligence gathering branch of the UNSC. ONI is responsible for all special weapons projects.
- Naval Special Warfare: Branch of ONI the Spartans belong to.
