Summary
The commanding officer under Captain Keyes during the engagements on the fortress-world of Halo. He was killed when the Truth and Reconciliation's reactors went critical and destroyed the ship to keep the Flood from getting off of the construct.
Major Silva was an ODST, and disagreed with the Master Chief on a number of occasions.
