On any level in halo 2 (maybe 3 havn't tried it) you can give an Elite ally an empty weapon. All you need to do is get a Needler (works best) and use off the ammo. Then get your Elite to stand in front of another Needler and walk up to him. If done right, swap it with him while you are reloading so he has it. He should drop it. When he follows you (or if you kill your own allies except him) he will do a hump motion and just walk at an enemy. Or try using of a round while dual wielding and when you start to reload swap weapons.
