Other than the ribbon design, there is nothing to suggest that this decoration is anything like the present-day Non-Commissioned Officer Development Ribbon, which is an Air Force decoration for NCOs. Keyes, a Naval officer, wears the ribbon, and it has never been suggested ''anywhere'' that Keyes was a non-commissioned officer before going into the officer corps. It is clearly not awarded for the same criteria. Other than the ribbon design, there is nothing to suggest that this decoration is anything like the present-day Non-Commissioned Officer Development Ribbon, which is an Air Force decoration for NCOs. Keyes, a Naval officer, wears the ribbon, and it has never been suggested anywhere that Keyes was a non-commissioned officer before going into the officer corps. It is clearly not awarded for the same criteria. Based on this, I suggest that we rename the article, and note in the trivia section the ribbon's resemblance to the modern decoration.--The All-knowing Sith'ari 16:01, 22 June 2012 (EDT)
