The revelation that Humanity was meant to inherit all that the Forerunners left behind (indeed that they might, themselves, BE Forerunner) would have invalidated the very core of the Covenant religion & simultaneously destroyed the very basis of this ambitious trio of San 'Shyuum Ministers' political power.
