The Tactical Autonomous Robotic Defense System was a United Nations Space Command project. TARDS was tested in Industrial Zone 08 of Chicago, on the planet of Earth.^[1]

On the system's remnant parts the player can see "Abandon in Place" written on them, hinting that it was a failed project.
The acronym TARDS is a possible joke by Bungie, as that it sounds like an abbreviation of "retards", or a reference to the "TARDIS" from Doctor Who.
TARDS's facility in Chicago may be a reference to the location of U.S. Robotics in the 2004 film I, Robot.
