The Commander-in-Chief of the Office of Naval Intelligence (or CINCONI) is the formal title of the director of the Office of Naval Intelligence.[1] Though militarily subordinate to the Chief of Naval Operations, the CINCONI is often politically equal if not more powerful than the CNO, actually having a seat on the UNSC Security Committee by 2557.[2] During the Insurrection and the Human-Covenant War, Admiral Margaret Parangosky held the position of CINCONI.[1] She was eventually succeeded by her protege, Admiral Serin Osman[2]
