The X23 NNEMP was developed by the [[Materials Group]] in the early stages of the [[Insurrection]] in the 25th century, designed to detonate weapons of mass destruction prior to detonation. This marked the first truly precise application of [[Electromagnetic pulse|EMP]] technology, despite it having existed in some form since the 21st century.{{Ref/Book|Id=EVG|EVG|Page=83}} Following the outbreak of the [[Human-Covenant War]], the X23 was leveraged to counter [[Covenant]] power [[generator]]s and other important relaying stations during protracted battles.
