Template:Covenant Character Infobox The Unnamed Arbiter was the Covenant commander during the Second Battle of Harvest in 2531 . His lances were sent to the glassed planet Harvest to find an ancient relic, abandoned by the Forerunners.

He appears to be less sympathetic than the Arbiter from the Halo games, as he states that he does not care for the lives of his fellow Elites, as long as the Prophets' demands are met.

Trivia

• This Arbiter appears to be significantly older than any other Elite seen to date. Testament to this are his raw, raspy voice (when compared to other Elites) and his drooping mandibles.
