In reality, he was a very effective soldier, but far too violent, even for the Covenant. This Arbiter has but one task, the annihilation of humanity from the galaxy, a task he is close to completing."

The Unnamed Arbiter was the Covenant commander during the Second Battle of Harvest in 2531 . His Lances were sent to the glassed planet Harvest to find an ancient relic, abandoned by the Forerunners.

He appears to be less sympathetic than the current Arbiter who served prior to and during the Great Schism, as he states that he does not care for the welfare of his fellow Sangheili, as long as the Prophets' demands and the mission requirements are met. He must have been killed sometime before 2552, as there can only be one Arbiter in the Covenant at one time.

Trivia

• It is possible that this Arbiter can Dual Wields Energy Swords in Multiplayer, and if encountered, possibly Campaign. This Idea is brought to fore by the fact that on the Limited Edition cover, the Arbiter Holds 2 Energy Swords.
• Being a Hero class of soldier, it is possible he can have a toggle weapon skill (He might Switch Between an Energy Sword and Plasma Rifle ).
