A metarchy was a vast network of Forerunner artificial intelligences composed mostly of ancillas and monitors, and was coordinated by a metarch-level ancilla. Most of the ancillas in a metarchy were disembodied and never assumed visible form.[1] There were several significant metarchies, including the Council metarchy located at the capital and the metarchy used by the Librarian.[2] The Council metarchy answered to the Forerunner chief councilor,[3] and coordinated all operations within the capital, including its defense.[4]
