Summary
Usually an Imperial Admiral operates on a high ranking Covenant Flagship such as an Assault Carrier, Supercarrier, or other powerful capital ships within the Covenant armada. They seem to be a very high-ranking Zealot office, though this is uncertain. It could be a seperate name for another Zealot rank, like Supreme Commander.
