The "Water Form" is a Flood organism encountered by a Covenant special operations team in the Threshold gas mine. They were sealed in a tank of liquid in the research area of the facility, and were likely stored by the Forerunners for research.[1][2] It is possible that they are aquatic Flood Infection Forms.
