They seem to be higher ranked than a Zealot[1], but this is not known for sure. It is revealed in Halo: Ghosts of Onyx that the Imperial Admiral controls the entire military of the Covenant, or at least the fleet. No Sangheili of this rank appear in any of the Halo games.
