The High Prophet of Solemnity was one of the High Prophets of the Covenant in the mid-22nd century.
This unidentified Prophet was a San 'Shyuum of the Covenant Empire. It is unknown for certain what rank of Prophet he was, but he is shown giving orders to Sangheili throughout the duration of The Duel. He is presumed to be a Hierarch due to the fact he sits in a Gravity Throne, along with a crown, which the High Prophets wear.

Biography
The High Prophet of Solemnity called an audience with then-current Arbiter Fal 'Chavamee, who believed that the Sangheili had forsaken their honor during their service to the Covenant; more pointedly, 'Chavamee had refused to acknowledge the Covenant religion. The Hierarch urged 'Chavamee to recant his views, but the Arbiter defiantly claimed the Great Journey, the cornerstone of Covenant faith, to be a lie. After the audience had ended, Solemnity declared 'Chavamee a heretic and recruited the Arbiter's clansman Haka 'Suukaree as an enforcer to kill his clan leader.

Haka dispatched a team of assassins to kill the Arbiter, though 'Chavamee expected this turn of events and killed them. Haka then coerced Roh, one of Fal's close friends, into killing Fal's wife, Han. After discovering Haka's treachery, Fal defeated a large Covenant military detachment that had been sent to kill him, then dueled Haka atop a Forerunner structure; both duelists were killed. After 'Chavamee's death, Solemnity declared that the title of Arbiter, previously a badge of honor, would thenceforth be a mark of shame.

Production notes
*In The Duel, the Hierarch closely resembles the Prophet of Truth. He is even credited as such in the Japanese language version of the episode. This may suggest that he was originally intended to be the namesake of the later Prophet, as the Hierarchs chose their regnal names from those of one of their predecessors. However, he is simply credited as "the Prophet" in the English dub of the episode.
**His attire in Halo 2: Anniversarys terminals is markedly different, instead consisting of a purple, one-piece tunic; an emerald green, hornlike crown; and a simpler, more angular shoulder display.
**The 2022 edition of the Halo Encyclopedia revealed this San'Shyuum's titled as the High Prophet of Solemnity, likely meaning that Japanese credits for The Duel referred to him as the Prophet of Truth in error.

Background
<gallery>
Due to the heresy of the then-current Arbiter, Fal 'Chavamee, this Prophet ordered the execution of 'Chavamee and his wife, Han, both of which were personally orchestrated by the loyal Elite commander Haka. The Prophet decreed that the title of Arbiter, previously one of great honor, would become a mark of shame (further evidence that this Prophet was a Hierarch, as it is unlikely that any lesser Prophet would wield such power, especially in the earlier days of the Covenant). It is directly because of this Prophet that the rank of Arbiter changed from an influential and revered general to a recklessly suicidal warrior meant to help restore some measure of a disgraced Sangheili's tarnished honor.

Trivia
*Halo Legends
This Prophet greatly resembles the Prophet of Truth in both appearance and personality. He is even credited as such in the Japanese language version of the episode. This may suggest that he was the namesake of the latter Prophet, as the Hierarchs choose their names from those of one of their predecessors. However, as he is simply credited as "the Prophet" in the English dub of the episode, this theory is of dubious canonicity.
