Pulse Beams are a form of Weaponry used by Enforcers,created by the forerunners.
There orginal perpose was to destroy the flood by vaporizing the bodies, so they can't reanimate. Sence they have high energy power there useful for combating spartans and elites. The pulse lasers are not useable. They can also be blown off so you can't be harmed by the Enforcers.
They are red, rapidly-firing projectiles, similar in appearance to that of the Needler, but do not have the homing or explosive abilities that the needler has. Also seeming to have diamound blob shape and are fast moving projetiles,semeler to the plasma weapons.
You should focus destroying them at all costs,though they still have there bombing weapondry.
