Covenant Asylum Seekers

I've been wondering this too, I wasn't sure if he was joking or not. I most certainly hope that this means peace negotiations were still going on, it's been nagging at me for a while now. --TentacleTornado 14:52, 16 December 2012 (EST)
Not at all. In this context, "Covenant" refers to any and all former member and client species of the defunct empire. It doesn't mean Thel 'Vadam has pursued a lasting peace with Earth and her colonies, simply that these refugees would take their chances with a former enemy rather than the harsh wilds of remnant-occupied space. Same thing happens after a lot of major conflicts here in real life. Grizzlei

We did lose a few billion people along with some major cities because of the Covenant, and let's not even get started about how many colonies got glassed. I don't think the citizens of Earth would be terribly welcoming. 1-1 Marines
