I don't think so. The titles of Lesser Prophets (or Minor Prophets) are formatted similarly to the High Prophets in that they are prefixed by the word "Prophet", whereas in the case of ministers this is replaced by "Minister". The "Prophet of-" format, when referring to Lesser Prophets, has persisted well past Contact Harvest, so it doesn't seem to me that the two offices were intended to be the same (even though their duties appear to overlap somewhat). --Jugus (Talk | Contribs) 15:26, 27 June 2013 (EDT)

Their duties seem to overlap entirely. And even if not, there's no indication Lesser Prophet would be a higher rank. Lesser Prophet isn't an official name either. Councilor 'Rumilee (talk) 00:49, 28 June 2013 (EDT)

Merge with Minister

Prophet of...seems to be an honorary title. Minister is an actual rank. This is shown in Halo: Broken Circle. These two need to be merged.Lord 'Themee (talk) 23:54, 17 November 2014 (EST)

While I agree about the nature of the "Prophet of _" titles, I'm still not all that sure all Minor Prophets/San'Shyuum councilors are ministers. Zo Resken's minister rank, for example, was never specified, as wasn't many other Prophets' before him. Even though Broken Circle takes the occasional jab at the Covenant's bureaucracy and the amount of ministries they have, would they really have something like a hundred different ministries? --Jugus (Talk | Contribs) 01:53, 18 November 2014 (EST)
The Great Schism section of Broken Circle indicates that the San'Shyuum members of the High Council are called "San'Shyuum High Councilors". I suggest that we move the page there. It's certainly more canon than "Lesser Prophet", which I don't think I've ever seen in canon. -- SFH (talk) 16:11, 23 November 2014 (EST)
Additionally in Broken Circle, "Minor Prophet" and "Prophet of [title]" seem to be two different titles. When he is mentioned, Stewardship is only referred to as the "Minor Prophet of Stewardship". However, every other "Prophet of [title]" character never uses the Minor "prefix". It seems that the High Council is made up of noble Prophets, some of which are Ministers. The Ministers can also have "Prophet of [title]"s. For example, Mken was the Prophet of Inner Conviction and the Minister of Relic Safety. However, Contact Harvest states that the High Council is made up of Ministers and Sangheili commanders. - NightHammer (talk) 17:15, 23 November 2014 (EST)
Also in Broken Circle the Prophet of Clarity holds the 'Prophet of' title but does not have a seat on the High Council and is subservient to the Prophet of Exquisite Devotion. Its not explicitly stated that Exquisite is a Minister though. We should change this to San'Shyuum Councilor imo.
