He is the artificial intelligence behind the Sentinels, robots constructed by the ancient
Forerunners to protect Halo. He also has his own personal avatar: a small, box-like robot with
the ability to hover, to access Halo's teleportation network, to hack computer systems, and,
after all this, it is equipped with an impervious energy shield. This avatar can project a
clear and chipper voice as well, and all of that it makes it a very utilitarian body. The only
disadvantage is that it possesses no offensive capabilities.

This would imply that 343 is the Sentinals and the Monitor robot is just something used to interact with systems and Reclaimers. This seems unlikely to me, 343 seems very contained in the robot. He refers to himself as the Monitor of I-04, and to the Sentinals as something seperate. "Flood activity has caused a failure in a drone control subsystem. I must reset the backup unit. Continue on. I will rejoin you when I have completed my task." He doesn't say anything about the robot being needed, and as he thinks you're a Reclaimer he wouldn't hide anything. Also, it was my impression that he doesn't have an energy shield, he's just made of something really strong.
