what does the quote mean it didn't make sense to me

Wow. The man they designated to do weapons design apparently doesn't know as much as they think he does, considering the huge number of glaring flaws - many concerning charging weapons after dry and Condition One reloads - and the GROSS IGNORANCE indicated by the splash quote on the main page.
