I think the elite arm shield would be cool in H3 but I doubt it would replace the personal energy perhaps because of lack in resorses it may be given to some minors and even major elites it could totally replace the stealth elites personal energy shield I say this because of the huge varyiation in the usage of shields they have displayed.
