The Fleet Master is a high-ranking Elite within the Covenant. This grade of Zealot commands Task Forces and small fleets.

Fleet Master is the highest office for an Elite Zealot except for Supreme Commander. Whenever a small fleet is needed for any mission away from the entirety of the Covenant fleet, a Fleet Master will be assigned and given command of several starships during that task. This shows they could be the Covenant equivalent to a UNSC Rear Admiral. They may also command the entire fleet should the Supreme Commander or the Imperial Admiral be incapacitated during space combat.

They normally operate from a large warship, as a Reverence-class Cruiser, but not as big as a Assault Carrier or Supercarrier. This can especially be seen in Halo: Ghosts of Onyx, as the Imperial Admiral Xytan 'Jar Wattinree commanded from a Supercarrier, while the Fleet Master (Voro 'Mantakree), operated from a Reverence-class Cruiser.

The Arbiter, should their role ever require it, could probably be assigned the role of Fleet Master. As well, should Councilors decide to get involved in military operations, they too could probably have the authority of rank to command a fleet, even having Zealots subordinate to them.

Only one Fleet Master is officially known, Voro 'Mantakree, who commanded a small task force to Onyx in order to follow the Covenant Destroyer Bloodied Spirit.

Physical Appearance

Like all Zealot Elite ranks, the Fleet Master has golden armor and would also be carrying a plasma rifle or energy sword as well. If an Elite of a different rank would be assigned this role, no changes in his armor would likely be made.

Trivia

  • When Voro 'Mantakree was promoted from Major Domo to a Zealot Fleet Master, an extra part was added to his name, making it Voro Nar 'Mantakree.

Known Fleet Masters

Voro 'Mantakree appears in the book "Halo: Ghosts of Onyx". He starts out as a Major Domo Covenant Elite who is forced to kill his Ship Master when the superior officer goes mad from the "glory" of the ring world known as Delta Halo. When Voro assumes control of the Reverence-class Cruiser, he engages several Brute vessels and narrowly escapes. Voro is then summoned to a meeting, along with his fellow Ship Masters. Once there, Xytan 'Jar Watinree, a high-ranking Elite, promotes him for his wisdom.
